General Atomics, San Diego, California, is awarded a $1,195,545,808 fixed-price incentive (firm-target), firm-fixed-price, cost-plus-fixed-fee modification (P00007) to a previously awarded contract (N0001922C0033). This modification adds scope for the production, assembly, test, and management of Electromagnetic Aircraft Launch System (EMALS) hardware with embedded software and firmware, minus Energy Storage Subsystem and Advanced Arresting Gear (AAG) System shipsets hardware with embedded software and firmware for the CVN 81 aircraft carrier. Additionally, this modification provides for resolution of EMALS and AAG hardware obsolescence issues, to include firmware obsolescence, as well as non-recurring engineering in support of evaluation and implementation of engineering changes to product hardware, software, technical data, and logistics products through the configuration management process associated with the EMALS and AAG System for the CVN 81 aircraft carrier. :point_right: This modification also provides case study and developmental research in support of the potential future procurement of EMALS and AAG for the government of France. :point_left: Work will be performed in San Diego, California (58.1%); Tupelo, Mississippi (40.2%); and Lakehurst, New Jersey (1.7%), and is expected to be completed in September 2032. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount $67,491,463 and Foreign Military Sales customer funds in the amount $128,376 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command (NAVAIR) is seeking eligible business firms who can produce up to three (3) quantity Advanced Arresting Gear (AAG) and up to three (3) quantity Electromagnetic Aircraft Launch System (EMALS) shipsets, in support of United States CVN 82, the Future French Carrier, and potentially United States CVN 83. Supplies and services to be procured through the contract actions include the manufacture, assembly, integration, test, delivery, storage, installation checkout parts and support and certification of the EMALS and AAG shipsets and the associated overall program management, schedule updates, technical data updates.
The efforts will also include associated configurations changes, primarily obsolescence, and will include engineering (design definition, verification, test and reports); integrated logistics support and updates; and manufacturing and installation of forward-fit solutions. Provisions will also be provided for retrofit kits, and/or new complete items, associated NRE, validation and verification of technical directives and associated logistics impacts, prototype testing, test plans and reports, computer software, manufacturing acceptance tests and fielding support, hardware storage, and ship-riders provisions for operational support. The anticipated procurement will not include the Energy Storage Subsystem (ESS).

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Cost Reimbursable five-year ordering period Indefinite Delivery Indefinite Quantity (IDIQ) Contract sole source to General Atomics, San Diego, CA, for sustainment support of the Ford Class carriers and the Future French Carrier for the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG). Task and delivery orders are anticipated to be issued for engineering, configuration management, Diminishing Manufacturing Sources and Material Shortages (DMSMS), logistics support, technical support, In-Service Support, Product support, and Life Cycle Sustainment of the EMALS and AAG systems aboard the Ford-class nuclear powered aircraft carriers and the Foreign Military Sales French Future Carrier.
