This notice serves as a
pre-solicitation notice for procurement of the Advanced Medium Range Air-to-Air Missile (AMRAAM) Air Intercept Missile (AIM)-120 Production Lot 37, with Options for Lots 38 and 39. This acquisition is contemplated as sole source to Raytheon Company (1151 E Hermans Road, P.O. Box 11337, Tucson, AZ 85734-1337) under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)). Anticipated delivery for AMRAAM Production Lot 37-39 will be from
FY 2023 to FY 2028. Specific requirements for Production Lots 37 include, but are not limited to:
Production procurement consists of All-Up-Round missiles (e.g. AMRAAM Air Vehicles (AAV))--currently AIM-120C8 and AIM120D3 variants, Captive Air Training Missiles (CATMs), Special Test Vehicles (STVs) (including Instrumented Measurement Vehicles (IMVs), Integrated Test Vehicles (ITVs), AMRAAM Captive Equipment (ACE) pods), Telemetry Units/Kits, AMRAAM Air Vehicle Instrumented (AAVI), Captive Carry Reliability Vehicles (CCRV), AMRAAM sub-systems and sub-assemblies, spares (e.g. initial depot spares, field spares), warranties/warranty repair, support items, Programmable Advanced System Interface Simulator (PASIS), FMS offset administration costs, software/hardware upgrades to support production and fielded missiles, and any other required associated data.
Other requirements include test equipment, support equipment, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) purchases/solutions. Test and support equipment includes the production builds of AMRAAM specific testing stations and support equipment as well as the support of that equipment. AMRAAM DMSMS efforts include identification, resolution, and/or mitigation of obsolescence issues for lower level assemblies (Circuit Card Assemblies (CCAs), Application Specific Integrated Circuits (ASICs), etc) and components of AMRAAM fielded missile variants and AMRAAM production missile variants. More specifically, AMRAAM DMSMS includes any form, fit, function, refresh effort necessary to support production block changes, life-of-type buys (LTBs) for purchases of parts/components made by the prime contractor or its suppliers at any tier, qualification of replacement parts, or any other effort necessary to combat DMSMS challenges and build/sustain the AMRAAM variants.
