Northrop Grumman, San Diego, California, has been awarded a $3,600,000,000 indefinite-delivery/indefinite-quantity contract for Battlefield Airborne Communications Node (BACN) operations, sustainment and support. This contract provides for research, development, test, and evaluation, integration and operations and sustainment for existing and future payloads contained in or connected to the BACN system and associated ground stations or controls, ancillary equipment, support equipment and system integration laboratories. Work will be performed in San Diego, California, and overseas locations, and is expected to be completed by Jan. 24, 2026. Fiscal 2021 operation and maintenance funds in the amount of $23,673,035 are being obligated with the initial task order, FA8726-21-F-0023, at the time of award. The Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8726-21-D-0001).

Teradyne Inc., North Reading, Massachusetts, has been awarded a $78,232,776 firm-fixed-price requirements contract for the purchase of Versatile Diagnostic Automatic Test Station (VDATS) kits. The VDATS is an organically designed test station with open architecture and virtual modular equipment extensions for instrumentation technology. The VDATS consists of standardized, commercially available test equipment, components and software. There are two configurations of VDATS, the Digital Analog (DA)-1 and DA-2. Currently, these configurations support the A-10, B-1, B-2, B-52, C-5, C-17, C-130, E-3, E-8C, F-15, F16, F-22, H-53, H-60, KC-135 MC-4, MQ-9, Navy ships and UH-1 weapon systems. This contract will consist of five ordering periods with a period of performance of Feb. 1 2021, through Dec. 31, 2025, and work will be performed in North Reading, Massachusetts. No funds are being obligated at the time of award. Air Force Sustainment Center, Robins Air Force Base, Georgia, is the contracting activity (FA8571-21-D-0001).

Scientific Research Corp., Atlanta, Georgia, has been awarded a $95,000,000 indefinite-delivery/indefinite-quantity contract for Full Spectrum Intelligence, Surveillance and Reconnaissance Operational Non-Appropriated Funds Support (FUSIONS). This contract will deliver a key decisional advantage to the 16th Air Force/Component Commander and Joint Force Air Component Commander by delivering timely and relevant intelligence data/products to the war fighter. The FUSIONS contract will enable critical support functions in all major work centers of the operations center and will further enable the 16th Air Force/Component Commander to exercise both command and control authorities as well as service cryptologic element roles. The majority of work will be performed at Joint Base San Antonio (JBSA)-Lackland, Texas, and is expected to be completed Feb. 28, 2026. This award is the result of a competitive acquisition and seven offers were received. Fiscal 2021 operation and maintenance funds in the amount of $3,000 are being obligated at the time of award. Pease's Pegasus tanker fleet is complete
On 5 February 2021, the 133rd Air Refueling Squadron, part of the 157th Air Refueling Wing, welcomed its 12th and final Boeing KC-46A Pegasus at Pease Air National Guard Base near Portsmouth (NH).

ABMS advanced from theoretical PowerPoint briefings to real-time “on-ramp” experiments, testing new technologies and solutions to prove real-world applicability. In September 2020, the second on-ramp experiment connected dozens of aircraft across the country, plus ground- and sea-based sensors, and culminated with a remote command to down a cruise missile threat with non-typical shooters, including a “smart bullet” fired from a howitzer and a ground-based AIM-9X. The goal of these experiments was to prove that the “Internet of Military things” is possible, and now in 2021 the next step is to make it more of a reality.

“It’s just acquisition work,” Roper said. “It’s time for ABMS to start having procurement and operations and sustainment funding associated with it.”
The first fruit of that effort will be a data pod that can be mounted on a tanker’s wing and can offload data while fighters refuel. This ABMS “Release No. 1” will debut in calendar 2021.
Here’s how that pod could work: F-22s and F-35s operating without data links in an anti-access, area-denial environment, depart the threat ring to refuel; while tanking up, they download new intelligence and orders that the tanker has downloaded from the ABMS cloud to the pod. Then they return to the fight.
“We have an opportunity with our tankers who will be airborne,” Air Mobility Command boss Gen. Jacqueline D. Van Ovost said in an interview. “Why not have the capability to relay … line-of-sight and beyond-line-of-sight links to ensure that our tactical forces have the intelligence and support that they need while they’re airborne?”
The RCO will try to take sensors and data links that perform well in on-ramp exercises and build them into pods that can be distributed to operating bases and quickly mounted on tankers as needed. Roper said the RCO is studying pod form factors, acquisition strategies, and data-linking technologies.
