Most US aircraft failing to meet mission capability goals

According to a new report from the Government Accountability Office (GAO) released on 19 November:
- Only 3 of 46 piloted Pentagon aircraft met their annual mission capability (MC) goals in a majority of the years between fiscal years (FYs) 2011–19.
- 24 of the 46 aircraft did not meet their annual MC goals in any fiscal year from FYs 2011–19.
The MC rate, the percentage of total time when an aircraft can fly and perform at least one mission, is used to assess the health and readiness of an aircraft fleet.
The three aircraft that met their annual MC targets in a majority of years between FY 2011–19 were the USAF UH-1N helicopter, the USNavy EP-3E Aries II SIGINT platform and the USNavy E-6B Mercury command, control, and communications (C3) aircraft. The UH-1N met its MC goal in all nine of the fiscal years, the EP-3E met its target in seven of nine fiscal years, and the E-6B reached its MC goal in five of nine fiscal years. The next best performing aircraft was the USAF F-15E Strike Eagle, which met its MC target in four of nine fiscal years.

F-15EX, KC-46A to lead USAF rollout of ABMS ‘Internet of Things'

They are the first platforms earmarked by the USAF for the roll-out of its developmental Advanced Battle Management System (ABMS) Internet of Things (IoT) capability... they will spearhead the USAF’s efforts to connect all the US armed forces through the Joint All-Domain Command and Control (JADC2) concept.
...our new F-15EX buy that will be replacing our F-15C models... the ABMS IoT will be designed to allow the USAF to co-ordinate with and direct joint operations with the USNavy, USMC and US Army. The ABMS is a ‘family of systems’ that includes both hardware and software, enabling the USAF to contribute to and link with their older JADC2. The ABMS is a C4ISR maximiser and is designed to improve the military’s anti-access/area denial (A2/AD) management.

Cuando varias metas se incumplen sistemáticamente, hay que plantearse si esas metas son realistas.
No me sorprende que no cumpliesen nunca en 9 años su meta de Mission Capability los B-1B, F-22 ó V-22, pero sí me sorprenden algunos que no cumplieron nunca y sin embargo el F-35 al menos un año o dos sí cumpliese.
Es que no cumplieron nunca aeronaves como: F-18E/F, C-130J, F-15C, F-16C, AH-64, UH-60, ninguno del USMC... "Exagerao".
Da que pensar lo anterior: metas mal planteadas.

Raytheon Technologies Corp., East Hartford, Connecticut, has been awarded a $453,057,000 indefinite-delivery/indefinite-quantity contract for the aircraft engine Component Improvement Program. This contract provides for the following work: the Component Improvement Program establishes prioritized list of projects each calendar year to include developing engineering changes to the engines, developing organizational, intermediate and depot level repairs as needed, and designing modifications to existing support equipment as well as initiating new support equipment designs as required by engine driven changes. The program also provides support to resolve service-revealed deficiencies and maintain or extend the life limits of aircraft engines. Work will be performed in East Hartford, Connecticut, and is expected to be completed Dec. 31, 2029. This award is the result of a sole-source acquisition. Fiscal 2020 research, development, test and evaluation funds in the amount of $557,347 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-21-D-0001).

Congress has backed off on requiring the Space Force to adopt naval ranks, allowing the new service to choose its own military rank system and a name for its members.
Former Navy SEAL Rep. Dan Crenshaw (R-Texas) earlier this year floated the idea of calling Space Force personnel admirals or ensigns, for example, instead of their current Air Force ranks like general and staff sergeant. His provision landed in the House’s version of the fiscal 2021 defense policy bill now making its way through Congress.
Lawmakers also blocked the Pentagon from creating a Space National Guard or Space Reserve without a study that shows doing so is the best way to accomplish the Space Force’s mission. The final bill bans the Department of the Air Force from transferring Air National Guard space personnel to other parts of the Air Force, or relocating or eliminating any space elements of the Air Force reserve component.
