The US State Department approved a $4.5 billion package to upgrade 98 examples of Japan’s Mitsubishi F-15J Eagle air superiority fighter fleet.
The Defense Security Cooperation Agency told the US Congress of the possible sale on 29 October, it says in a media release. The agency is required by law to tell the US Congress, but the notice does not mean the sale is finished.
The upgrades would turn the F-15J into a “Japanese Super Interceptor,” says the Defense Security Cooperation Agency.
The F-15J is the Japanese version of the McDonnell Douglas F-15C and is manufactured under license by Mitsubishi Heavy Industries. McDonnell Douglas and the F-15 product line were purchased by Boeing in 1997.
As part of the modernisation package, the government of Japan is asking for 103 Raytheon APG-82(v)1 active electronically scanned array radars; 116 Boeing Advanced Display Core Processor II mission system computers; and 101 BAE Systems ALQ-239 digital electronic warfare systems to be installed in the F-15J fleet.
“This proposed sale will provide Japan a critical air defence capability to assist in defending the Japanese homeland and US personnel stationed there,” says the Defense Security Cooperation Agency. “Modernised F-15J assets will better enable Japan to respond to airborne threats and defend its airspace.”
Also included in the modernization package are Joint Mission Planning Systems, Selective Availability Anti-spoofing Modules and Rockwell Collins ARC-210 software-defined radios, the notice says.
Part of the modernisation package will be sold to Japan through the Foreign Military Sales (FMS) process, says the Defense Security Cooperation Agency. The agency did not disclose what work would go through FMS, but says Boeing would be the prime contractor.
Another undefined part of the modernisation package, would be sold via a direct commercial sale (DCS) to Japan and would be handled by prime contractor Mitsubishi Heavy Industries, with Boeing working as a sub-contractor to integrate the total upgrade package.

Ya llevaban tiempo detrás, desde que sabían que no podrían tener F-22 ni "F-22 degradado". Lógico y muy interesante, los van a dejar "niquelaos".

Eso es muy sorprendente. Un programa de 4.500 millones de dólares y no incluye retornos. Y siendo Boeing quien realice la integración total de la modernización. Vamos, que el F-15J actualizado tiene bien poco de japonés.

Sirve de ejemplo para darse cuenta de la ventaja que supone participar en el desarrollo de un avión, que permite también participar en su evolución a lo largo de su vida. Tanto por tener cierta autonomía militar, como por desarrollo tecnológico, como por retorno industrial y económico. Still, Japan may be wary of this plan given its experience with the F-2. That aircraft turned out to be significantly more expensive than contemporary F-16s, in no small part due to its then-cutting-edge advanced electronically scanned array (AESA) radar, and many of the promised industrial offsets did not materialize.
It is also worth pointing out that the APG-82(V)1 is optimized for multi-role missions. So, despite the Japanese Super Interceptor name, this may point to JASDF plans to expand the roles and missions of at least this portion of the F-15J fleet.
In 2017, there had been reports that Japan was looking to potentially transform some of its Eagles into cruise missile carriers, exploiting the jet's inherent range and payload capabilities to turn them into valuable stand-off strike assets. The proposed weapon of choice for this mission will reportedly be Lockheed Martin's AGM-158 Joint Air-to-Surface Standoff Missile (JASSM). However, this weapon's range will well exceed that of the APG-82(V)1, meaning that this sensor will not be useful for targeting during certain long-range stand-off strikes.
The F-15J JSI's arsenal could still grow to include other ordnance, including anti-ship missiles, that might have more use of the radar's air-to-surface capabilities. Japan is also buying U.S.-Norwegian-developed Joint Strike Missiles (JSM) for its F-35As, which could also find their way onto other aircraft and would make good use of the jet's new radar.

Lo que no me encaja, y seguro que me lo explicas, es que defiendas esta segunda mlu profunda para 20 años y quiera f35 para 2028. O una u otra

Si, yo tampoco me lo explico, dependiendo lo profunda que quieras la actualización pueden ser de 10 a 20M por bicho, que para todos los faca y "niquelandolos" (motores, aesa....) te vas a 1200-1400 M, para 20 años no esta nada mal.
Japon no tocó lo que quiso, de hecho tiene que seguir pidiendo y obteniendo permiso para ello, como muestra este ejemplo, independientemente de la contratación industrial, que sigue necesitando contratista extranjero. Es decir, las partes suscritas a contrato comercial tendran como contratista a Mitsubishi, con Boeing de sub-contratista.
