"Honestly, I'm still baffled about what this is suppose to do? What role would it perform? anyone had any ideas?"
While not specifically this vehicle, I think this sort of "Mini Mobile Artillery" could be very useful in certain roles.
Benefits:
-Cheap and simple, allowing many to be built with minimal investment risk vs a more sophisticated vehicle; weapon semi-disposable for 1 way, high risk missions.
-Powerful and versatile weapon capable of engaging light armored vehicles, buildings, equipment, and personel
-Can be transported quickly to remote areas by helicopter, or even parachuted in.
-Small enough to be easily hidden from aerial surveillance
-Simple and cheap enough to be given as "military aid" to local allies.
--> You have a weapon with the power of a formidable Armored Fighting Vehicle, but with the cost and size of a Jeep.
Uses:
-Rapidly seizing and defending territory. For example, an airfield or oil refinery in Africa. A couple of helicopters could fly in, land, and deploy infantry, while another couple of helicopters would deploy these MMA's. MMA's would be used to defend the territory from any AFV's / Technicals from the host government sent into to retake their airfield until a larger support force of Chinese can begin landing.
-Remote outposts. An MMA could be deployed to a remote firebase/outpost on the frontier that is only accessible by helicopter. The troops on the ground can then manouver the gun into position to provide overwatch / defense as needed. They can also be wheeled along on 'patrol' for short distances.
-Insurgency/Proxy War. Large numbers of MMA's could be given to friendly insurgents to frustrate and attack invasion forces. Essentially factory produced "super technicals," they are small enough to be hidden in a civilian garage, or driven into a forest path, and then deployed as a nasty surprise.
Looking more into 40mm CTA, this little MMA would be quite dangerous:

Programable airburst / point detonate shell. Can be used in airburst mode against infantry and slow aircraft, or point detonate to punch through up to 21cm/ 8" of reinforced concrete. 980g/2.16lb shell at 3,200fps with 2.5km range.

Tungsten Flechette capable of defeating 14cm/5.5" of Steel at 1500m - capable of punching through most AFV's.
With those two shells, you have a very versatile and effective weapon. Being able to deploy one of these rapidly by helicopter, and then move it around?
Honestly I think this little thing is pretty ingenious.
