El An-70 tiene una serie de problemas derivados de la planta motor que no ha sido capaz de resolver.
En primer lugar, el Antonov tiene una menor superficie alar, y depende más del flujo de aire de los propfan sobre las alas que el diseño europeo. Si en una maniobra en la que se requiera mucha potencia te falla un motor, no sólo pierdes potencia, sino también sustentación. Si además debes apagar el motor del ala contraria para compensar entonces tienes un problema muy grave, y todo esto en un motor del que los rusos en su día (interesadamente o no) se quejaban de su fiabilidad.
Por cierto, hasta el principio de esta década tampoco tenía "FADEC".
Otro inconveniente es el ruido generado por este motor y creo que esto daba lugar a problemas para obtener el certificado civil (hablo de memoria).
Este problema lo intentaron solucionar alargando la distancia entre las hélices, pero lo cierto es que en el último intento de revivirlo en un proyecto conjunto con los turcos (An-188) por fin se ha pasado definitivamente a los turbofan (parecido a la propuesta para los aviones cisterna de la USAF).
Respecto al precio, en la wikipedia daban un gasto en desarrollo de $5.000 millones en 2006. Yo no sé si son reales o no, pero desde luego los $67 millones por unidad que salen en la tabla que has puesto me parecen imposibles para un avión de su tamaño con estándares occidentales.

Usar ese diseño previo no habría ayudado casi nada al desarrollo de I+D+i propio, algo muy valioso que se olvida.
Aparte, ¿el An-70 ha mostrado operativamente las prestaciones que el A400M, p.ej. que EIJL recuerda en el último episodio del podcast: altura y velocidad de crucero...?

Los Europeos y algún otro están dispuestos a sobrepagar esas "mierdecillas" para incrementar el i+d+i y dar pasta a Airbus y trabajo a los ingenieros.
