Lockheed Martin Corp., Orlando, Florida, has been awarded a $100,690,961 cost-plus-incentive-fee modification (P00002) to contract FA8682-18-C-0009 which provides for design, development, integration and testing of subsystem design changes for the wings/chines to the Joint Air-to-Surface Standoff Missile - Extended Range baseline missile. Work will be performed in Orlando, Florida, and is expected to be completed by March 31, 2023. This award is the result of sole-source acquisition. Fiscal 2019 research, development, test and evaluation funds will provide funding for the contract. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

The Air Force is slated to have an operational capability with the Hypersonic Conventional Strike Weapon by late 2020, and with a separate and more advanced capability six months after that, according to service acquisition chief Will Roper.
Speaking with reporters at the Pentagon on Feb. 6, Roper said he’s “very happy with where we are on hypersonics,” and said the HCSW will make its first flight “by the end of next year” and achieve “EOC”—or Early Operational Capability—a year after that. HCSW is based on technologies developed for the “conventional prompt strike program,” he said, and “that’s flown successfully.” He called it a “lower-risk design.”
Lockheed Martin got a $928 million contract for HCSW last June, and in August nabbed a contract worth up to $480 million for the Air-launched Rapid Response Weapon, or ARRW, design work.

Roper characterized ARRW as “six months behind” the HCSW. It is being developed in partnership with the Defense Advanced Research Projects Agency.
“It is a more advanced design; more risk,” Roper observed, but the partnership with DARPA is intended to “push” the Air Force to go faster than it usually does in introducing a new capability. Roper noted that he and DARPA conducted a review of the project last week and he pronounced it as “doing very well.” He’s pleased the Air Force has a “low risk/high risk” approach to hypersonics, and he’s also told program managers they have license to fail in the interest of learning and moving the programs forward.

BAE Systems Information and Electronic Systems Integration Inc., Hudson, New Hampshire, is awarded $225,034,247 for firm-fixed-price delivery order N0001919F2701 against a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-17-D-5517) to procure 9,999 additional Lot 7, full-rate production units of the Advanced Precision Kill Weapon System (APKWS) II. The procurement of the additional APKWS II weapons will upgrade the current 2.75-inch rocket system to a semi-active laser guided precision weapon in support of the Army, Navy, Marine Corps, Air Force and the governments of Nigeria and the Netherlands. Work will be performed in Hudson, New Hampshire (70 percent); and Austin, Texas (30 percent), and is expected to be completed in September 2020. Fiscal 2019 procurement of ammunition (Army, Navy and Marine Corps and Air Force); and Foreign Military Sales funds in the amount of $225,034,247 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
