WASHINGTON, November 4, 2021 - The State Department has made a determination approving a possible Foreign Military Sale to the Kingdom of Saudi Arabia of AIM-120C Advanced Medium Range Air-to-Air Missiles (AMRAAM) and related equipment for an estimated cost of $650 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.
The Kingdom of Saudi Arabia has requested to buy two hundred eighty (280) AIM-120C-7/C-8 Advanced Medium Range Air-to-Air Missiles (AMRAAM) and five hundred ninety-six (596) LAU-128 Missile Rail Launchers (MRL). Also included are containers; weapon support and support equipment; spare and repair parts; U.S. Government and contractor engineering, technical and logistical support services; and other related elements of logistical and program support. The total estimated cost is $650 million.

Lockheed Martin Missiles and Fire Control, Orlando, Florida, has been awarded a $97,336,915 firm-fixed-price contract modification (P00007) to previously awarded contract FA8682-21-C-0001. The contract modification is for 94 Lot 20 Joint Air-to-Surface Standoff Missile – Extended Range missiles with containers. Work will be performed in Orlando, Florida; and Troy, Alabama, and is expected to be completed by June 30, 2026. This award is the result of a sole-source acquisition. Fiscal 2020-2022 missile procurement funds in the amount of $97,336,915 are being obligated at the time of award, and the total cumulative face value of the contract is $536,515,914. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

The Air Force should adopt a strategy to transform its obsolescing PGM stockpile to a balanced mix that maximizes its capacity for a peer conflict, following these five steps:
1. Prioritize fielding “5th-generation weapons for 5th-generation aircraft” to take full advantage of the range, survivability, and capability of stealth aircraft to complete kill chains independently in contested environments.
2. Include a family of mid-range (50 nm to 250 nm) PGMs that can be delivered by penetrating aircraft on 100,000 or more discrete aimpoints.
3. Set an objective cost per weapon of $300,000 or less for these new mid-range, stand-in PGMs to maximize its “bang for the buck.”
4. Establish baseline low observability and other capabilities for these new weapons so they can penetrate advanced IADS and survive to reach their designated targets.
5. Ensure the new mid-range PGMs are capable against mobile, relocatable, hardened, or deeply buried targets.
