PARIS --- On May 7, 2020, General Philippe Lavigne, General Javier Salto and General Ingo Gerhartz, respectively chiefs of staff of the French, Spanish and German air forces, met by videoconference to discuss the advancement of the Future Air Combat System (FCAS), known in France as SCAF, in which the three countries are partners.

A dedicated trilateral working group has thus been created. It will begin by identifying the time-frames when national programs can adjust, in order to integrate the connectivity needs – always collectively identified - in view of the arrival of SCAF and its native systems approach.

One essential question we’re trying to tackle with this panel is how we can ensure that, on the one hand, such a system meets the necessary mission requirements of the 21st century on a global scale, while, on the other hand, ensuring full human control of such a system at all times and under all circumstances. For the first time in the history of the Federal Republic of Germany, a major defense policy project is accompanied from the start by the intellectual struggle for the technical implementation of basic ethical and legal principles – “ethical and legal compliance by design”.

Burocracia alemana en estado puro. De ese comité de expertos hay montones de políticos, algún estudiante y hasta un par de teólogos (no es coña). Eso sí, como único militar también está el General de Brigada Gerald Funke, Jefe de Planificación de Sección del Ministerio Federal de Defensa de Alemania y Líder de Proyecto FCAS.
