Northrop Grumman Systems Corp., San Diego, California, has been awarded an $80,327,904 cost-plus-fixed-fee contract for the Defense Experimentation Using Commercial Space Internet Advanced Research Announcement, which seeks to establish the ability to communicate with military platforms via multiple commercial space internet constellations in various orbital regimes using common user terminal and hardware elements. Work will be performed in San Diego, California, and is expected to be completed Feb. 25, 2027. This award is the result of a sole-source acquisition. Fiscal 2022 research, development, test, and evaluation funds in the amount of $6,000,000; and fiscal 2023 research, development, test, and evaluation funds in the amount of $25,000,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-23-C-9313).

After the space shuttle was retired in 2011, NASA needed a way to ferry people to and from the International Space Station. In 2014, NASA awarded Boeing more than $4 billion under its Commercial Crew program to build the capsule. At the same time, NASA also selected SpaceX to build and design a competing system which has already sent humans into space ten times (including seven missions for NASA).
Starliner has flown twice. The first mission, in 2019, failed to reach the I.S.S. after its on-board clock malfunctioned. The second test flight, in 2022, did dock with the I.S.S. and was deemed a success. Boeing had been working towards a July 21 launch to send two NASA astronauts to the I.S.S. This mission has been delayed several times and this latest setback is concerning.
Just weeks before the launch attempt, Boeing managers determined that adhesive tape used to wrap and protect hundreds of yards of wiring inside the capsule could be flammable under certain circumstances.
In addition, the lines connecting the capsule to its trio of parachutes were not as strong as Boeing believed. During landing, it's possible that some of the lines could have snapped - potentially endangering the crew. Starliner is designed to land with just two parachutes. But if one parachute failed - the others could have too.

As of May 2019, Boeing and SpaceX’s contracts were valued at $4.3 billion and $2.5 billion, respectively. Of those amounts, Boeing’s costs for development and test flights were $2.2 billion, while SpaceX’s were $1.2 billion. For crewed missions to the ISS, NASA awarded each contractor six round-trip missions. Assuming four astronauts per flight and using publicly available information, the estimated average cost per seat is approximately $90 million for Boeing and approximately $55 million for SpaceX, potentially providing cost savings over current Soyuz prices.

For Boeing’s third through sixth crewed missions, we found that NASA agreed to pay an additional $287.2 million above Boeing’s fixed prices to mitigate a perceived 18-month gap in ISS flights anticipated in 2019 and to ensure the contractor continued as a second commercial crew provider, without offering similar opportunities to SpaceX. 42 For these four missions, NASA essentially paid Boeing higher prices in an attempt to address schedule slippage caused by Boeing’s 13-month delay in completing the ISS Design Certification Review milestone and after the Agency and Boeing could not agree to use the contract’s lower fixed price.
