b. ACQUISITION INFORMATION
The United States Army Corps of Engineers intends to advertise a Design-Bid-Build delivery package to provide the necessary facilities and infrastructure to support the P-992 Fleet Maintenance Facility (FMF) & Tactical Operations Center (TOC), Isa Air Base, Bahrain. It is anticipated that a pre-solicitation announcement will be published in the Contract Opportunities at System for Award Management (SAM.gov) in April 2022. The Government anticipates award of a Firm Fixed Price Contract as defined under Federal Acquisition Regulation (FAR) Subpart 16.2. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. The estimated magnitude of construction is between $25,000,000 and $50,000,000.

11/12/2021 Update: An Updated draft solicitation has been posted that includes Sections L & M.
This is an update to the previously posted synopsis/RFI for the Nulka Launcher program issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Integrated Warfare Systems Above Water Sensors and Lasers Directorate (PEO IWS 2.0). The purpose of this posting is to provide a draft RFP to industry for review/comments as well as to provide information on how to request GFI relating the solicitation and Nulka Launcher program. This post will be updated throughout the week to provide the addition of Sections L & M of the RFP. Industry may also reach out to the POC for this post to obtain and updated version of the draft TDP (updated since the last RFI). The TDP package is being reviewed for any final change and updates and is expected to have minimal updates between the current draft version available for request/review vs the final version that will be released with the final RFP. The final version of the TDP will also contain a list of changes to allow for easy comparison and review.
The Government is seeking feedback from industry to re-assess interest at the prime contract level and is specifically seeking feedback from both industry that is interested in participating at the prime contract level, as well as feedback from any industry that considered participation (and have the capability) but ultimately does not believe that it will be interested. The Government would like to specifically draw attention to the RFP section F delivery notes, stepladder structure, and (once posted and available), sections L & M of the RFP. Information on capacity and schedule limitations, or any areas of the RFP that may be seen as barriers to competition is sought from industry.

Lockheed Martin Corp., Liverpool, New York, is awarded a $15,896,254 modification (P00006) to a firm-fixed-price order (N0001920F0535) against a previously issued basic ordering agreement (N0001919G0029). This modification exercises an option to procure seven retrofit advanced radar processor systems for the E-2D aircraft. Work will be performed in Liverpool, New York (54%); and Andover, Massachusetts (46%), and is expected to be completed in February 2026. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $15,896,254 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin, Rotary and Mission Systems, Moorestown, New Jersey, is awarded an $114,606,157 cost-plus-incentive-fee, cost-plus-fixed-fee, and cost-only modification to previously-awarded contract N00024-13-C-5116 to exercise an option for AEGIS Combat System Engineering Agent efforts for the design, development, integration, test and delivery of Advanced Capability Build 20. Work will be performed in Moorestown, New Jersey, and is expected to be completed by December 2022. Fiscal 2021 other procurement (Navy) funds in the amount of $430,000 (53%); and fiscal 2022 research, development, test, and evaluation (Navy) funds in the amount of $382,216 (47%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
