Lo primero es que las de vapor ni son mas simples, ni son un "primer paso" necesario para "subir" al escalon electromagnetico. Si tienes que salir practicamente de cero, mete tus recursos en las electromagneticas.
Mmm, discrepo, la tecnología de catapultas de vapor es una tecnología madura, los EMALS todavía están en fase de experimentación. Para una armada partiendo de 'scratch' tendría una curva de aprendizaje menor diseñar y experimentar en base a calderas de vapor y catapultas.
