OBJECTIVE:

The objective of this SBIR grant is to enhance impact protection of the HGU-56P aviator helmet, which is already known as the most protective helicopter helmet ever made. Currently, the HGU-56P helmet retrofit of lining material is capable of delivering threshold impact performance improvement of 20% over current Extended Polystyrene (EPS) foam.

DESCRIPTION:

At present, aviation helmets provide minimal impact protection due to weight limitations associated with crash load requirements. For example, if the helmet is too heavy under an otherwise survivable crash landing, the weight of the helmet cannot allow breaking the neck of the aviator. Optimal helmet design requires a balance between the need for protection from trauma and the comfort and practicality of the helmet for the user to ensure the best outcomes. New foam technology used in commercial industry promises superior crash protection with no impact on helmet weight. Improved impact protection to the user in a hard landing or crash scenario is a fundamental component of soldier lethality, one of the six army modernization priorities of the Army which includes the core requirement of communication.

Intent of this proposal is to perform retrofit using a new material/design which spreads out impact load and cuts the energy absorbed by the user to reduce instances of brain injury/Post-traumatic stress disorder (PTSD) and concussion. A redesign of the helmet will not be an option consideration due to cost reasons.

This solicitation intends to identify an existing commercial technology to provide the best overall reduction in impact energy to the user. Key considerations for evaluation shall at minimum (but not be limited to) include reduction in impact energy by comparison to EPS (threshold is 20%, objective is 40%), weight, cost of material, ability to absorb more than one impact without requiring replacement, and ability to retrofit a standard HGU-56P helmet without tools. Additional considerations shall be data showing user comfort is desired for proposed solution (ability of material to conform to user’s head to eliminate hot spots, material does not absorb sweat, heat (can the material vent heat from the user), etc.). Other factors may include material properties such as ability to perform under temperature ranges common to Army users and resistance to exposure to petroleum/oil/lubricants (POL) commonly encountered on Army helicopters.

Creo que China tolera las tropas en Corea, pero en Taiwan lo considerarían un casus belli.

AUGUSTA, Ga. — The U.S. Army wants to develop a high-altitude intelligence, cyber and electronic warfare sensor that can fly above enemy territory to provide data and potentially jamming or disruption capability.

The system, dubbed High-Altitude Extended-Range Long Endurance Intelligence Observation System, or HELEIOS, is part of the Multidomain Sensing System family, a series of high-altitude systems that will help the Army cover the vast distances over which it expects to operate in future conflicts.


HELIOS will be an attritable sensor mounted to a solar glide vehicle or a balloon, designed to operate at 60,000 feet or above, Col. Daniel Holland, Army capability manager for electronic warfare, said during an Aug. 17 presentation at TechNet Augusta.

The Army wants to begin experimenting with the system during upcoming Project Convergence exercises and at a technology demonstrator in the Indo-Pacific in fiscal 2022.

To start, the service wants to mount the sensor on a balloon right over a target and move on from there, recognizing that as the platform moves and the sensor gets farther away, that will present size, weight and power issues.

The Army has organized its major live-fire events at Project Convergence into seven “use cases” focused on carrying out missions in the first and second island chains of the Indo-Pacific region. There were only three use cases at the first version.

Within each use case is several mission threads, according to Richardson.

The first three use cases will involve the joint force, while the remaining four will be land-focused, Col. Andre Abadie, Army Futures Command’s solutions architect, told Defense News.

The first use case focuses on maintaining joint all-domain situational awareness, including tapping space sensors in low Earth orbit.

The second is a joint air-and-missile defense engagement following an enemy missile attack, while the third will be a joint fires operation as the force transitions from crisis to conflict, Abadie said.

The fourth use case focuses on semiautonomous resupply; a fifth will experiment with an artificial intelligence- and autonomy-enabled reconnaissance mission.

The sixth use case will essentially replay Edge 21 — an Integrated Visual Augmentation System-enabled air assault mission — but with enhancements. IVAS is a heads-up display worn by soldiers that provides situational awareness.

The final use case will be a mounted AI-enabled attack, Abadie said.

Yet, Army officials have spoken in extensive detail about Project Convergence in recent weeks. Last month, for instance, Richardson said the Marine Corps is bringing its Ground/Air Task-Oriented Radar, the Navy is bringing its SM-6 missile, and the Air Force will be flying the F-35 fighter and a B-1 bomber.

During the air-and-missile defense use case, sensors will pass information to the Navy, which will shoot one target. Simultaneously, information will be shared with the Army’s Integrated Air and Missile Defense Battle Command System, or IBCS, so that a Patriot air defense system can take a shot at a separate target, Richardson said.

The centerpiece of last year’s Project Convergence was Firestorm, a technology that uses sensor data to pick the best targets to attack. And it will be back and expanded for use across the joint force this year.

A new prototype of a directed-energy, maneuverable, short-range air defense system will also be present this year, said Lt. Gen. L. Neil Thurgood, the Army’s Rapid Capabilities and Critical Technologies Office director, said at the same conference as Richardson.

During the fires conference, Rafferty detailed a capability up for evaluation this year called SHOT, or Synchronized High OPTEMPO Targeting, an application that will be used in one of the ground stations, dubbed Tactical Intelligence Targeting Access Node (or TITAN for short).

Additionally, the Army will experiment with making the IBCS work with the Advanced Field Artillery Tactical Data System, or AFATDS, the Army’s fire control network.
