The Multifunction Enhanced Situational Awareness System (MESAS) is a modular system of sensor components, cables, vehicle displays and image processing that when combined are capable of providing Enhanced driving vision capability, 360 Situational Awareness (SA) and threat detection around the Stryker vehicle. The components in the MESAS need to have certain threshold characteristics. The sensor components/modules is comprised of at minimum - Infrared sensor, visible sensor.
The MESAS will be integrated based on the open architecture principles with defined interfaces and performance specifications for its components/modules. The integration scheme will follow the architectural principles that enable modular, scalable and upgradable systems. (The characteristics of the MESAS modules are described in a CUI Appendix draft performance specification document, available upon request according to the instructions contained within section 3 of this document.)

Scope:
The Multifunctional Enhanced Situational Awareness System (MESAS) is a modular system of sensor modules, cables, vehicle displays and image processing that when combined are capable of providing Enhanced driving vision capability, 360 Situational Awareness (SA) and threat detection around the Stryker vehicle. The sensor modules contain a MESAS Long-Wave Infrared (LWIR) sensor and visible sensor.
The MESAS will be integrated based on the open architecture principles with defined interfaces and performance specifications for its components/modules. The integration scheme will follow the architectural principles that enable modular, scalable and upgradable systems. The characteristics of the MESAS modules are described in a CUI Appendix draft performance specification document, available upon request according to the instructions contained within section II of this document. The CUI Appendix provides information on enabling components of the MESAS system, the respondent is encouraged to provide any information available on engineering these components.
Information Sought:
This RFI specifically seeks information from interested vendors in regards to their ability to provide a 360 Situational Awareness (SA) comprehensive system for multiple Stryker variants to support the Stryker Brigade Combat Team. The system should include MESAS sensors, networking, and image processing. The system should provide driver’s indirect vision with driving aids and 360 SA around the Stryker vehicle.
The RFI released in July 2021 titled ‘SENSOR MODULE PERFORMANCE FOR MULTIFUNCTION ENHANCED SITUATIONAL AWARENESS SYSTEM (MESAS)’ sought component level information of Long Wave Infra-Red (LWIR) sensor capabilities. An Automotive Tanks Purchase Description (ATPD)/Performance Specification (P-Spec) document has been developed by the United States Government (USG) for the MESAS Sensor. This RFI is focused on understanding vendor capability of a complete 360SA system including the MESAS Sensor.
In addition to the above, please address all of the following questions. If a question is not applicable, use N/A.

The Army has awarded General Dynamics Land Systems a $2.5 billion contract for production of Stryker Double V-Hull engineering change proposal vehicles, the Defense Department announced yesterday.
GDLS' bid was the only one the service received, according to DOD.
Following the service's submission of its fiscal year 2019 budget request, the Army chief of staff approved an Army Requirements Oversight Council decision to pure-fleet the Double V-Hull upgrade to all of the service's flat-bottom Strykers.
The Army plans to convert one-half of a Stryker brigade combat team per year.
The contract is estimated for completion April 30, 2027.
