CACI, Inc. — Federal, Florham Park, New Jersey, was awarded a $10,594,388 modification (P00007) to previously awarded cost-plus-fixed-fee contract HR001121C0053 for the Wideband Secure and Protected Emitter and Receiver (WiSPER) program. The modification brings the total cumulative face value of the contract to $22,137,673 from $11,543,285. Work will be performed in Florham Park, New Jersey (81%); San Diego, California (15%); and Boston, Massachusetts (4%), with an expected completion date of July 2024. Fiscal 2022 research, development, test and evaluation funds in the amount of $939,036; and fiscal 2023 research, development, test and evaluation funds in the amount of $2,544,000 are being obligated at time of award. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity.

B. Program Description
The WiSPER program seeks to develop a fundamentally disruptive wireless air interface transceiver technology to enable and sustain secure and robust high-bandwidth RF communication links. The WiSPER wideband adaptive air interface will also mitigate impairment due to dynamic harsh and contested environments to maintain a stable communication link. It is envisioned that the capabilities developed under the WiSPER program will provide future U.S. warfighters with a dominant technology advantage over their adversaries.

DARPA is soliciting solutions that are implemented in a tactical radio size, weight, and power suitable for portable or ground installations.

An UNCLASSIFIED//FOR OFFICIAL USE ONLY (FOUO) addendum and Security Classification Guide (SCG) has been created to provide additional details on the WiSPER program. Over the last decade, wideband analog-to-digital converter (ADC) technology has improved in both bandwidth and resolution to a point that wideband RF sampling receivers are now a reality. However, wideband ADCs typically have less spur-free dynamic range as compared to their narrowband counterparts and are typically exposed to more signals simultaneously due to the wide bandwidth. Despite the advantages associated with more bandwidth, the dynamic range limitation can prevent the use of wideband receivers in multi-function applications that support wideband electromagnetic spectrum operations (EMSO).

The Wideband Adaptive RF Protection (WARP) program seeks develop wideband adaptive filtering and signal cancellation architectures to protect emerging wideband receivers against both external and self-interference, ultimately enabling the use of wideband software-defined radios in contested and congested spectral environments.

To accomplish its goals, WARP is focused on two key technical areas. In technical area 1, the focus is on mitigating external interference in the 2-18 GHz band with tunable filtering that can adapt to the signals present in the spectrum. This will be accomplished by first targeting new filter architectures and associated underlying technology to achieve a 2:1 and 3:1 tuning ratio in Phase 1 and Phase 2 of the program, respectively, before culminating in full-band coverage by the end of the program. In technical area 2, the focus is on mitigating self-interference from a co-located transmitter in the 0.1-6 GHz band to enable same-frequency simultaneous transmit and receive (STAR). To achieve wideband operation, this will require the canceller to have a time-bandwidth product of approximately 10 by the end of the program, well beyond the state-of-the-art in simple resonant RF canceller circuits.

In these new approaches to wideband reconfigurable filtering and signal cancellation, it is expected that the number of tuning inputs could be large. To manage this tuning challenge, it is expected that the hardware will adapt to the environment in real-time through embedded sensing and control. If successful, by the end of the program, when exposed to external or self-interference, WARP filters and cancellers will autonomously adapt to the spectral environment to protect a wideband RF receiver.

The agency’s Tactical Technology Office is soliciting proposals to design, build, certify and fly an X-plane to demonstrate speed and runway independence for a next generation of air mobility platforms, an agency statement said.

The broad agency announcement released March 9 stressed runway independence over other attributes. It did not mention whether the aircraft should be crewed, uncrewed, or optionally piloted.

The announcement did, however, specify that the aircraft :arrow: be scalable, have the ability to cruise at speeds from 400 to 450 knots, and at relevant altitudes between 15,000 and 30,000 feet. It should carry a payload of 5,000 pounds, with a substantial 30-foot-long, eight-foot-wide cargo bay capable of carrying a small vehicle or two and a half pallets, it said.

The initial requirement for endurance is one and a half hours and 200 nautical miles.

The announcement said runway independence was “envisioned as the ability to operate and hover near unprepared surfaces, such as sections of damaged runways, remote highways/roadways, unprepared fields with dry grass, parking lots, etc.”

It will be a three-phase project, with the first phase seeking proposals. The entities selected will share $15 million to refine their concepts. The second part includes a downselect with $75 million of total funding for risk reduction work and air certification approvals, then a further downselect to build and fly the aircraft. That amount was undisclosed.

“The goal of SPRINT is to reach first flight of the demonstrator no more than 42 months from contract award,” the announcement said.

The Defense Advanced Research Projects Agency (DARPA) has a continuing interest in compact high-energy source development; recent examples include programs like ACCEL (compact linear accelerators1 ), GRIT (compact gamma ray sources2 ) and MuS2 (compact muon sources3 ). This RFI is requesting information related to innovative, high-risk approaches for compact, pulsed, high-brightness, high-energy sources that address challenging next-generation inspection problems for macro-scale targets (defined as larger than chip/microsystem scale). Such problems include: 1) physical access restrictions that require stand-off distances of hundreds of meters, with nonideal positioning of source and detector, and 2) complex targets that may encompass a large volume and be undergoing high rates (>1,000 RPM) of motion. Responsive technologies would enable high-contrast, high-resolution computerized tomography (CT) imaging of large, dense structures requiring significant standoff (e.g., solid rocket motors firing on a test stand), and/or close-range inspection of complex rotating machinery (e.g., non-destructive inspection (NDI) of moving aircraft engines).

WORKSHOP OBJECTIVE AND DESCRIPTION:
The next major wave of microelectronics innovation is expected to come from the ability to integrate heterogeneous materials, devices, and circuits through advanced packaging, producing a tightly-coupled system that extends into the third dimension with performance that exceeds what is available from today’s monolithic approach. :arrow: Phases 1 and 2 of the NGMM program seek to create an operational R&D capability for advanced heterogeneously interconnected components for stakeholders in academia, small and medium businesses, defense and commercial companies, and government organizations.

Technologies and material systems involved will include, but are not limited to, silicon, compound semiconductors, photonics, and microelectromechanical systems (MEMS), and extend into the power, analog, and radio frequency (RF) domains, in addition to digital logic and memory. The objective of the NGMM workshop is to discuss the responses to the research areas and manufacturing challenges received from RFI SN-23-84 and provide an opportunity for different communities (e.g., tool manufacturers, electronic design automation companies, assembly and test organizations, fabless companies, defense companies, etc.) to interact.

The goals of the NGMM workshop include, but are not limited to addressing:
(1) Facility capabilities for multi-chip, multi-semiconductor materials assembly, packaging, and testing of 3D stacked chips and chiplets;
(2) Fabricating, packaging, assembling, and testing 3DHI microsystems with an interconnect pitch between components (e.g., wafers or chips) less than 500 nm;
(3) Increasing automation in 3DHI packaging and assembly processes to match the level present in monolithic integrated circuit fabrication with an automated material handling system (AMHS);
(4) Multi-physics and multi-scale modeling and simulation tools to optimize reliability and yield of 3DHI microsystems, addressing thermal management, power distribution, signal distribution, and mechanical stresses;
(5) Creating standardized 3D Assembly Design Kits (3D-ADKs) for digital, RF, photonic, or power microsystems;
(6) A business model that provides equitable access for all stakeholders to this R&D manufacturing capability, along with sustained operation beyond DARPA’s investments.

Aurora Flight Sciences, a Boeing Company, has been selected for phase 1 of the Defense Advanced Research Projects Agency (DARPA) SPeed and Runway INdependent Technologies (SPRINT) X-Plane Demonstration Project. This project aims to design, build, and fly an X-Plane to demonstrate technologies and integrated concepts necessary for a transformational combination of aircraft speed and runway independence. This initial award funds work to reach a conceptual design review and includes an executable option to continue work through preliminary design review.

Under this award, Aurora is designing a high lift, low drag fan-in-wing (FIW) demonstrator aircraft that integrates a blended wing body platform, with embedded engines and moderate sweep, with a vertical flight design comprised of embedded lift fans linked to the engines via mechanical drives. The aircraft would deliver game-changing air mobility capability by combining cruise at over 450 KTAS with vertical takeoff and landing (VTOL) in a single platform.

The combined Aurora and Boeing team brings deep experience in agile vehicle prototyping, vertical lift and cruise transition technology, and blended wing body aero performance. The program will build on past flight programs like the Boeing X-48 blended wing body aircraft and the Aurora Excalibur UAS that combined jet-borne vertical lift with three electric, louvered lift fans that would retract into the wing in forward flight.
